Two quotes can show the same dollar figure and still mean very different things. The difference is the type of estimate, and for an interstate move it is one of the most important lines on the page.
Binding estimate
A binding estimate is a fixed price for the items and services listed on it. If your shipment turns out heavier than expected, the price does not go up. It also does not go down if the shipment is lighter. The price can only change if you add items or request services that were not on the estimate, and in that case the mover should prepare a revised written estimate before loading.
Non-binding estimate
A non-binding estimate is the mover’s best approximation. Your final charges are based on the actual weight of the shipment and the services performed. Federal rules for interstate moves limit what the mover can collect at delivery to 110% of the non-binding estimate. Any remaining balance is billed afterward.
Binding not-to-exceed
Many movers also offer a not-to-exceed (sometimes called guaranteed-not-to-exceed) estimate. The written price is a ceiling. If the actual weight comes in lower, you pay the lower amount. If it comes in higher, you pay the estimate. For most households this is the most favorable option.

What every written estimate should include
- The mover’s name, address and USDOT number.
- Whether the estimate is binding or non-binding, stated clearly.
- An inventory of what is being moved, or the estimated weight.
- Every additional service and its charge, such as packing, storage or shuttle.
- Pickup and delivery dates or date ranges.
- Accepted payment methods and when payment is due.
Questions to ask before you sign
- Is this estimate binding, non-binding or not-to-exceed?
- What happens to the price if I add or remove items before moving day?
- Which charges could apply at delivery that are not listed here?
- How is the shipment weighed, and can I see the weight tickets?
